   Gary, Helen and I discussed this last Sunday.
   My proposal is that we don't change the bylaw, and allowing
   collaborators to join us from PHENIX and vice versa. However,
   the requirement for joining the collaboration applies to all those
   institutions (2 PHD, a reasonable plan). Gary is going to poll some of
   the council members for opinions.
