commnets from Jamie on teleconf with DOE NP

Missing a couple of things.  Not a good connection between KPP's and science
performance (e.g. the statement "better resolution in both momentum and dE/dx for tracks of all momenta"
is missing numbers and is not explicitly connected in the text with the Technical
Performance Parameters.) Consider UPP's that need beam to be addressed.

Project controls table: who is in charge of what in terms of contingency. (Still don't have the example)

Brief statement on how the project is incorporating the recs from the task force
(e.g. commissioning time, software preparation ahead of time in order to make
commissioning time effective, etc.)  Should be relatively
simple, since AFAIK you have already planned this in, just haven't stated it.

Also of course need an updated schedule.

The review in September will be a Technical, Cost, Schedule, and Management review.
