from the files that Tonko posted for the Run 26160054 (cal_scan), the standard 
offline analysis gives the following for phase settings:

BTOW (see attached spreadsheet for crate-by-crate values)
  0x01-f:  phase 120.6 ns
  0x10-e:  phase 120.2 ns
   Average: phase 120.4 ns

ETOW (using standard procedure that optimizes pulse vs. gate):
                  
                  phase 105 ns
